Juan Carlos Silén, Esq.
Juan Carlos Silén is the Founder and Managing Attorney of Silen & Rosario, where he focuses his practice on immigration law, particularly asylum, humanitarian relief, and removal defense. As the grandson of Cuban immigrants, Juan Carlos has a personal connection to the immigrant experience and understands the importance of having knowledgeable and compassionate legal representation during some of the most difficult moments in a person’s life.
He is admitted to practice in Maryland, the District of Columbia, New Jersey, the U.S. District Court for the District of Maryland, the U.S. Court of Appeals for the Fourth Circuit, and before all U.S. Immigration Courts.
Before founding Silen & Rosario, Juan Carlos worked with Catholic Charities’ Esperanza Center and the Public Justice Center, where he gained extensive experience representing individuals and families in removal defense, humanitarian immigration matters, family-based immigration, and tenant advocacy. His work has given him experience handling complex cases while remaining focused on the individual circumstances and goals of each client.

Juan Carlos earned his Bachelor’s Degree in Economics and Juris Doctor from the University of Puerto Rico. He later earned a Master’s Degree in Human Rights from the University of Navarra in Spain. In addition to his legal practice, Juan Carlos is actively involved in the legal profession and in public service.
He is a member of the Maryland State Bar Association (MSBA) and the American Immigration Lawyers Association (AILA), and has served on the MSBA Immigration Council until 2026. He was also appointed to the Baltimore County Immigration Affairs Board, where he contributes to initiatives concerning immigrant communities throughout the county. Juan Carlos is also committed to civic engagement and community education. He has testified before the Maryland House Judiciary Committee on issues affecting immigrant communities and regularly participates in Know Your Rights presentations and other community outreach efforts. He believes strongly in giving back to the Baltimore community, a city that has played an important role in both his personal and professional life.
In April 2026, Juan Carlos received a commendation from the Mayor of Baltimore in recognition of his outstanding service to the community through the Mayor’s Office of Immigrant Affairs (MIMA). María Rosario-Negrón, Esq.
María Rosario-Negrón is an attorney at Silen & Rosario whose practice focuses on both immigration and family law. She represents individuals and families in a wide range of immigration matters, while also representing clients in family law cases involving divorce, custody, child support, and guardianship. María is admitted to practice in Maryland, the District of Columbia, Puerto Rico, the U.S. District Court for the District of Maryland, and before all U.S. Immigration Courts.
Her professional background includes serving as an Attorney Advisor with the U.S. Department of Justice at the Miami Immigration Court and later as a Trial Attorney with the U.S. Department of Homeland Security in Baltimore. Her experience working within the immigration court system and as a former government attorney gives her valuable insight into how immigration cases are evaluated and litigated.
She uses that experience to prepare thoroughly, anticipate legal issues, and advocate strongly for her clients. In addition to her immigration practice, María represents clients in Maryland family law matters, including divorce, child custody, child support, and guardianship proceedings.

María earned a bachelor’s degree in Psychology from the Pontifical Catholic University of Puerto Rico and a Juris Doctor, Magna Cum Laude, from the University of Puerto Rico School of Law. She later earned a Master of Laws (LL.M.) from Georgetown University Law Center. She is a member of the American Bar Association (ABA), the American Immigration Lawyers Association (AILA), the Maryland State Bar Association (MSBA), the Baltimore County Bar Association, the Maryland Hispanic Bar Association, and the Bar Association of Baltimore City.
María believes that effective representation begins with honest communication, strong preparation, and a clear understanding of each client’s goals.
